SAN FRANCISCO -- Two Northern California sheriff s deputies were charged with felonies Tuesday in the beating of a suspected car thief in an incident captured on surveillance video.San Francisco District Attorney George Gascon announced that Alameda County sheriff s deputies adidas samba og Luis R.
