Die Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH, ein weltweit tätiges Bundesunternehmen der internationalen Zusammenarbeit für nachhaltige Entwicklung, ist seit mehr als 25 Jahren in China präsent.

Die GTZ unterstützt in Übereinstimmung mit den Zielen des 11. Hauptauftraggeber der GTZ in China ist das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ). Darüber hinaus ist sie tätig für andere Bundesressorts, insbesondere für das Bundesministerium für Umwelt, Naturschutz, und Reaktorsicherheit (BMU). Die GTZ hat auch internationale Auftraggeber, wie die Europäische Kommission und Unternehmen der privaten Wirtschaft. Die GTZ nimmt ihre Aufgaben gemeinnützig wahr.

Als deutscher Partner für Nachhaltige Entwicklung realisiert die GTZ in China zur Zeit 41 Programme und Projekte und 23 Public Private Partnerships.

Stellenausschreibung Rechtsberater/in

In unserem Projekt “Verbraucherschutz und Produktsicherheit” in Beijing suchen wir einen/eine Rechtsberater/in ab sofort. Die Stelle ist befristet bis zum 31.10.2012.
  
Ihre Hauptaufgabe wird die fachliche Beratung eines Teams von internationalen Lang- und Kurzzeitexperten sowie der chinesischen Kooperationspartner zum chinesischen Recht (insbes. Vertragsrecht, Deliktsrecht, Produkthaftungsrecht und Verbraucherschutzrecht) sein. Darüber hinaus wirken Sie bei der Konzeption, Organisation und Durchführung von Programmaktivitäten mit und tragen zu einem engen Austausch mit den chinesischen Kooperationspartnern bei. Desweiteren werden Sie:
•        eigenständig Rechtsgutachten und Fachartikel zum chinesischen Recht, insbes. zu den Rechtsgebieten Vertragsrecht, Deliktsrecht, Produkthaftungsrecht und Verbraucherschutzrecht abfassen,
•        Kooperationspartner zum chinesischen Recht, insbes. zu den programmrelevanten Rechtsgebieten (s.o.) fachlich beraten (Capacity-Development),
•        das Team bei der Entwicklung und Implementierung von Projektaktivitäten in enger Abstimmung mit dem Auftragsverantwortlichen (AV) und den Kooperationspartnern unterstützen,
•        eigenständige projektrelevante Dokumentationen erstellen,
•        das Wissensmanagement im Rahmen des Projektes (insbes. zum deutschen und chinesischen Recht) gewährleisten,
•        gelegentlich bei Programmaktivitäten, sowohl in China, als auch in Deutschland übersetzen
verantwortlich/zuständig sein.
Voraussetzungen:
•        ein mit überdurchschnittlichen Erfolg abgeschlossenes Studium der Rechtswissenschaften in China,
•        ein mit überdurchschnittlichen Erfolg abgeschlossenes juristisches Masterstudium (LL.M) in Deutschland,
•        mindestens 2 Jahre Berufserfahrung in der Rechtsberatung,
•        hervorragende deutsche Sprachkenntnisse,
•        englische Sprachkenntnisse sind ein Vorteil,

Stellenausschreibung Project Manager

In our Consumer Protection and Product Safety Programme, based in Beijing and Shenzhen, we offer a position as Project Manager to support the Programme management, starting its assignment as soon as possible. The Programme is provided by the German Government till end of 2012 and advises national key institutions such as the State Administration of Industry and Commerce (SAIC) and the China Consumer's Association (CCA) on consumer protection and the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Standardization Administration of China (SAC) on product safety. On municipal level the Programme advises the Market Administration and Supervision of Shenzhen (MSAS) on both consumer protection and product safety. The basic concept stipulates theme-focused legal, policy and organizational advice to partners with different competences for consumer protection, product safety and standardization.

The main responsibilities will be to support the planning and implementation of Programme activities in a team of domestic and international experts jointly with the Chinese counterparts.

The main tasks for this job are, to

•        support in planning, controlling, implementing, managing, coordinating and monitoring of Programme activities jointly with the Chinese counterparts on national and local level;
•        support in planning, controlling, implementing, managing, coordinating and monitoring of projects with the private sector, i.e. public-private-partnerships;
•        support the Programme documentation, i.e. writing progress reports, and other project documents in German or English language according the GTZ requirements;
•        support in marketing and communication of Programme activities to GTZ headquarter other stakeholders and Chinese counterparts;
•        support in publishing of papers in relevant journals on Programme activities or respective fields of consultancy after consultation with the project director;
•        support and participate in capacity development events such as in trainings, workshops, conferences, etc. as well as other Programme or GTZ activities;
•        ioin cross sector working groups and technical committees on national and local level to communicate and integrate the project results into Chinese guidelines and standards for a sector wide dissemination.

Requirements:
•        university degree in the field of consumer protection or product safety with a focus on project management of internationally funded projects, or similar qualification;
•        high level of  technical English or German language skills, both in verbal and written communication and Chinese native speaker;
•        at least 5 years working experience in the fields of consumer protection and product safety;
•        knowledge in MS Office (esp. Word, Outlook, Project, Powerpoint and Excel);  
•        able to work in a team and fully committed to the project objectives;
•        working experience with international projects, bi-and multilateral donors and/or working abroad would be an asset.

Senior Programmanager/in (Energiesektorreformprogramm: Energiepolitik und Energieeffizienz )

In unserem Programm „Energiesektorreformprogramm: Energiepolitik und Energieeffizienz“, Dieses Vorhaben umfasst vier Komponenten. Das Vorhaben interveniert auf der Makro-, aber auch auf der Meso- und Mikroebene (Unternehmensebene).
Ihre Hauptaufgabe wird die inhaltliche Ausgestaltung der Komponente 1 des Vorhabens mit dem Partner National Energy Adminstration (NEA) und der Provincial Development and Reform Commission (PDRC) in Ninxia als Pilotregion in dieser Komponente sein. Sie werden die Durchführungsverantwortung für Komponente 1 haben. In dieser Komponente geht es um Beratung im Hinblick auf die Gestaltung einer sich an Nachhaltigkeit orientierenden Energiepolitik unter Berücksichtigung der politischen und technischen Rahmenbedingungen sowie unter Berücksichtigung der verfügbaren Energierohstoffe in China.
Desweiteren werden Sie für Folgendes zuständig und verantwortlich sein:
•        Eigenständige Entwicklung und Implementierung von wirkungsorientierten Komponentenaktivitäten unter Berücksichtung der Ausgabensitutation und des Zielerreichungsgrads in der Komponente und im Gesamtvorhaben. Dies schließt die Erstellung von Terms of References (TOR) für Kurzzeitexperteneinsätze und deren Steuerung ein.
•        Aufbau und “Pflege” eines Wirkungsmonitoringsystems für die Komponente in Abstimmung mit dem/der Auftragsverantwortlichen und den anderen Komponentendurchführungsverantwortlichen.
•        Budgetplanung und Ausgabensteuerung für die Komponente 1.
•        Regelmäßige Abstimmung mit dem Auftragsverantwortlichen und den anderen
•        Durchführungsverantwortlichen über den Komponentenfortschritt.
•        Übernahme von Querschnittsaufgaben zur Entwicklung der GTZ-China und weiteren Sonderaufgaben nach Absprache.

Voraussetzungen:

•        Hochschulabschluß oder vergleichbare Qualifikation in einem relevanten Fach, das im Zusammenhang mit den Programm- bzw. Komponentenaufgaben steht (z. B. Energie, Energie- und Politikwissenschaften, „Energy Economics“, Energie- und Finanzwirtschaft, etc.).
•        Mindestens 4-5 Jahre Berufserfahrung in relevanten Bereichen und in der Zusammenarbeit mit staatlichen Behörden und großen Unternehmen, insbesondere Staatsunternehmen.
•        Kenntnisse der deutschen und europäischen sowie der chinesischen und internationalen Energiepolitik. Ein ausgeprägtes technisches Verständnis im Bereich Energieversorgung und Energienutzung.

Founded in 1975, the National Lighting Test Centre (NLTC) is a laboratory specialized in lighting product testing and related services. In 1985 NLTC was approved by the State Bureau of Quality and Technical Supervision as the national level expert test centre for lighting, and in 1995 it was approved by the China National Accreditation Committee for Laboratories (CNAS). In 2005, NLTC has been accredited by the U.S. National Voluntary Laboratory Accredited Program (NVLAP) and authorized as U.S. Energy Star testing laboratory. In 2009 NLTC has been accredited by UK’s Energy Saving Trust (EST). Currently NLTC employs more than 50 people with one third having a master degree or above. NLTC provides service on regular lighting tests, certification and quality arbitration; drafts and formulates standards and specifications; takes over the national supervision and inspection for lighting products; and provides support on lighting technology and policies for the Chinese government. NLTC not only services the Chinese lighting industry and government, but also services overseas governments, international organizations and manufacturers on quality assurance and control, research in new test methods and drafting of standards. In the recent ten years NLTC has fostered international cooperation and has established wide cooperation on projects with GEF, World Bank, UNEP, UNDP, REEEP and others.
