I believe the professor is pleased to admit you as his doctoral student. In other words, admission is out of question in your case.

Now what is of the biggest concern is the funding of your PhD study. As a common plight, seeking a source to fund the research is always a tough task for professors in social science. Therefore, it is straightforward for the professor to resort to some foundations who could give you a hand.

The application of a scholarship proves to be dependent on your luck, the fit of your topic with the aim of the foundation, the support and the network of your professor. As the above posts indicate, there is no guarantee.

In addition to DAAD, there are also some foundations in Germany sponsored by political parties. Such foundations favor applicants who research in social science, especially in politics, human rights and so forth. As a matter of fact, your research topic does really fit to them. Perhaps they will find interest.
