And they are among the 365 MEPs who backed a resolution on Wednesday calling the Commissions proposal for an interinstitutional ethics body  unsatisfactory and not ambitious enough. It was the political scandal of Qatargate that moved the moribund idea of an independent ethics minder back onto the front burner. Yet ethics hawks in the Parliament were disappointed last month when the Commission proposed a panel that would not have the power to start its own investigations or impose sanctions.AdvertisementAdvertisementInstead, the Commission plans would set baseline requirements for EU politicians on declaring assets, stanley cup becher  disclosing third-party travel, and restrictions on side jobs. The US, along with New Zealand, is one of the few countries in the world that allows direct advertising to patients. And it is usually the American example that many Europeans have in mind when they debate the merits of loosening controls on information to patients from pharmaceutical companies. The debate is hotting up because the European Commission will in 2008 publish proposals on information to patients on pharmaceutical products. Although the last directive regulating the industry was published as recently as 2001, the Commission argues that the rules need updating, following enlargement and the take-off of the internet.
