请问访友签证是不是必须要Verpflichtungserklaerung?

美国到德国，来访人自行承担旅行费用，是不是只要自己写一个邀请函就行了？但是我看了以前的帖子都说要去Rathaus开一个Verpflichtungserklaerung，我看了使馆的网站，上面是说当被访者承担旅行费用时才需要开这个。请问这个是必须的吗？

比较了一下德国驻美国使馆和驻中国使馆的网页，要求不同

驻中国使馆的要求是：居住在德国的邀请人的 经 济 担 保 书（根据德国居留法第66/68条），由德方邀请人居住地的外国人管理局出具（原件和一份复印件）

驻美国使馆的要求是：Just ask your friends/relatives to send you an informal invitation. Name, address and a copy of the friend's/relative's passport.  . A copy of the residence permit is an additional requirement if your friend/relative in Germany is not a German national. If your friends/relatives pay for your travel expenses you will need to submit an official affidavit of support (Verpflichtungserklaerung).
