XP下是
right click "my network places" ->properties->right click your lan connection->in "general" tag -> "configure" the lan card on the top -> then in "advanced" tag -> local administrated address, is it changeable with a value tag that can input value in the edit box?

vista可以这样吗？

有没不要外部软件就可以改的方法？

差不多，也可以用netsh试试看
